Wireless / Cell Phone Access in Tokyo
For laptop/wireless access, your best bet is to make sure your hotel can provide access in your room (Park Hotel has access, via ethernet cable in your room).
If you are looking for a place that has wireless, you will be looking for a long time. We did find a place called New York Coffee which had wi-fi .. but it requires a long term subscription (and the signup html page was entirely in Japanese).
Cell phone access does indeed work - for Verizon. Long distance calls went through 75% of the time, and were clear. Texting and Internet did not work, however.
